WASHINGTON, D.C. -- Some members of Congress say they were never told the BRAC process would be a part of the Pentagon's plan to cut spending and they're not happy about it.

North Country Congressman Bill Owens says Thursday's announcement by Defense Secretary Leon Panetta that the president is going to ask Congress for permission to start two rounds of base realignment and closure was unprofessional.

Owens says right now there's very little support for BRAC in Congress and he doesn't support it either. But Owens adds he was encouraged Friday when the Army Chief of Staff said the Army was not likely to target bigger installations.

Owens says that could mean Fort Drum is in position to actually expand, taking in soldiers from posts or brigades that are cut.

"We need to make sure we keep the optimistic view of this and keep our options open and do the kinds of things that put us in a position to absorb some additional growth and some additional missions," said Owens.

Owens says Fort Drum's agility and ability to adapt to whatever the nation needs is exactly what the Army is pushing toward.
