Elmira voters approve ECSD budget

ELMIRA, N.Y. -- The second time was the charm for the Elmira City School District as voters passed the district's $113.9 million budget Tuesday.

The budget, which includes about 120 position cuts and a 2.61 percent tax levy increase, passed with about 66 percent of the vote.

Last month, the district's first proposed budget that included a five percent tax levy increase did not gain a super majority of voters and failed.

Officials are glad the process is over, but understand the impact the new budget will have.

"A lot of lives will remain impacted. There are still significant layoffs, there are still significant program reductions. This district is going to look different going forward, but we had to make some necessary changes in order to comply with the rules of engagement right now," Superintendent Joe Hochreiter said.

The district's reorganizational plan will begin this upcoming school year, by partnering elementary schools and finishing the overall plan that calls for one district high school by 2014.
