NORTH COUNTRY, N.Y. -- Another aspect of the immigration reform now being discussed is a new guest worker program.

The legislation could allow visa extensions for immigrants working on the farm. Right now, expiration dates for visas expire in less than a year.

Under this program, immigrants could stay working in the country up to five years.

Congressman Bill Owens says the program would provide a clear solution to an ongoing problem.

"What this process would do is legalize them in some fashion. You would take away that need for enforcement," said Owens.

Officials say this program would also allow for reliable labor and give farmers the opportunity to expand.
